Evra 3 Posted March 27, 2014 I have found 2 total, one in a police station in the cell, the other in a piano house in front of the cabinet next to the shelves under the stairs. You are not able to repair it with a sewing kit because one of the ones I did find was damaged and I tried to repair it but it gave me the message it isn't mendable. silvatos 50 Posted March 27, 2014 (edited) I've for no reason found a total of 4 so far on each of my respawns, 2 damaged, 2 pristine. it's rather annoying that you can't patch it up. it doesn't seem to protect you more, like the anti-stab vest.Edit: I've found both in elektro, in either the office building, or the 4 story apartments.
