However, the mouse lag seems worse.

It's because you cannot turn mouse acceleration off. I have the same problem. I hate mouse acceleration.

Still, it won't run the game at a very nice FPS.

 

 

I have a AMD Phenom II, 6 core, Radeon 7870, and 16GB corsair vengence ram, and I get under 30fps in large cities.

 

Your the game will more than likely eat that CPU alive.Your other specs aren't that outstanding either. :S
