Iver never seen anyone there but you can go on the bridge between the buildings quite easily from blue.

It was possible in Arma 2 at least. Run and vault from the "bridge" to there and pray that the vault actually registers and you don't just fall because the character didn't jump :D

At least you got up on top of the next building. That is pretty good to lookout over firestation and Cherno West. If you can get over to the other side, I doubt that you can get back,
