There are actually 2. 

 

One you make out of burlap and rope (12 slots) which is the one mentioned in the experimental branch patch notes (even though it is already in the stable branch) i.e. Improvised courier backpack.

The other you make out of burlap, rope and wooden sticks and the above becomes 20 slots i.e. Improvised backpack.

First time I saw one (the backpack) was on this survivor on January 23rd.

 

 

Made my first one on the 25th. Rope and burlap sac needed for the courier bag, then you add sticks to make the improvised backpack.

 

 

Found an SKS earlier today.

Is the barracks the only place it spawns? I haven't seen any in the usual places (military bases and schools/offices). Found plenty of the ammo though and have seen others with the sks

 

edit: farms and corner tall buildings in cities (the hotels or whatever) spawn them apparently. Ive come across 3 since posting this lol
