Not as far as I know, servers can set the filesize limit to 0 bytes though, that's always been the case, it may even be the default setting.

This is a useful thread for creating and using custom FACES but it doesn't have any information that I can find about creating custom SKINS. I can't find any info online for this but I know it can be done as I've seen custom skins in use. Does any who knows how to do this want to share some tips'n'tricks for how to do this?
