Maybe they did a server sided update which extended the maintenance time.

Have to admit I'm a bit confused as to why Steam is now forcing a reinstall. Thought for a second it might be .63, but assume there would be a LOT more noise here if it was....

Not sure why you would have to do a reinstall.  Mine updated fine.  Launched the game, clicked play and back on the last server I was on with everything intact.  Were you perhaps messing with config settings?
