The best thing is to carry everything inside containers. But its not super-important as most rifles kill you with one shot irrregardless of your clothes/armour. its kinda dumb since in real life the whole object of a ballistic vest or plate carrier is to prevent bullets from getting through it. I am pretty sure it's the number of items that matter, not what the items are. It's better to fill your inventory with one slot items, or one slot items inside containers as the container counts as one too.
