sheds, cars, and almost everywhere you find industrial loot. Even found them i some types of houses. I find them everywhere, so i find it strange that you don't find them. Keep looking. They are there.

I've found lots of splitting axes, and only two firefighter axes.

Usually you can find splitting axes in those small wooden tool sheds with a small porch (for a lack of better term) on their side. The axe is usually on the ground under the porch or, rarely, inside the tool shed. Firefighter axes...the only two I've found (damaged) since the last patch hit stable were inside those concrete storage units with the cardboard boxes with taiwanese flags on them.

It seems that splitting axes are really a common spawn...machetes seems uncommon, and firefighter axes quite rare.

I found a damaged fire axe in a UAZ. Nothing worn or pristine and no way to fix them.

Plus they can't get painted.

The sheds that have an overhang attached to them, you can find 3 or 4 of them piled up generally along with hacksaws. You need to get a little away from busier areas but axes are certainly not rare loot.

I'm finding fire axes in car cemeteries. The one outside Chernaya Polana had 3 of them.

Splitting axes can be easily found in metal sheds with flat ground, also the ones with double doors. The firefighter axe can easily be found under these blue carts or in firestations. Under these blue carts you can also find weapons like sks, shotgun and mosin for example.

Loot locations have changed a little bit, and EVERYONE wants an Ax.

So you may have to run around all the industrial areas and/or server hop (which is frowned upon).

I find them in the firehouses, just like before.  Still the only useable melee weapon in the game IMHO.

You will find axes in or next to those small sheds, industrial locations and firestations.

In the end I found you don't really need one. Other items make for good melee weapons as well: Sledgehammer, Farming Hoe, Brass Knuckles or Fire Extinguisher. And for survival having a knife is currently much more important. The main use for an axe is bringing down Ashwood Trees to make a bow or fishing rod.
