if you join too quickly after a restart it is known to sometimes cause character wipes yes.

So, is good to wait about 10 minutes ? Or do you have better experience?

Good rule of thumb is wait till the server has been up for a few minutes, even better if a few other players have logged on.

Solid advice there , always look at the game time before entering server and dont join one that is dead on a certain hour (forgot which ones the game defaults to )    i always look and if it says a few minutes or more after the houir(eg 903am ) then its safe to join

Most default to 0800 but, I have seen some that default to 0900 then 0920. Like Soul said, wait for an odd minute at the tail end of the restart time.

Your character was reset by a server that couldn't contact the central server.  Sometimes you will log on to a server and you are suddenly back on the beach. Don't panic because as I said most of the time the server was unable to contact a central server so it generated or reset your character (there will a message to that effect). Action: log out instantly and try another server (populated) that you are more familiar with.   This has happened to me many times and I have always found a server that can contact the central server.  Warning don't play the reset character even a little bit or you may lose your previous fully equipped character permanently.

I never had an issue joining a newly restarted server before. Never got my characther wiped but I once left a server straight before a restart and joined another, I got char wiped. I quit and checked out the last server I was in, It was frozen and it stayed like that for 15 mins.

This is a known issue and a result of connecting shortly after a server restart. Please wait a couple minutes before reconnecting to a freshly restarted server - for now that is all that can be done. The devs are however working on an eventual fix of this problem.
