Some vests are designed to be wore concealed, others not. There is much misinformation in this thread, you can find anything from level II to level IV that are designed to be worn over a shirt, and anything from level IIIA down designed to be concealed, it depends on the type of vest you buy. You can also buy soft and hard trauma plates of varying NIJ ratings and put them into empty vests or plate carriers, or on top of the soft armor in a pocket designed for them.
