On the servers I play on, they sure are.  They spawn things every restart where I play, even though persistence is on.  Very helpful when I'm going through 120+ mosin rounds/day haha.

I pootled through Zeleno in my V3S the other day and the Xmas tree was definitely not there. This would have been on a non-p server, although not sure why that would have made a difference.
