I'd say a hopper more than likely, if I was duping I wouldn't be duping ammo I don't need (7.62 in this case).  He could just be a lucky bastard as well.

I hop sometimes but i dont do it all the time and i never find that damn much. Often time ill explore more than one area.

it's not so simple for a brazillian rent a server. 400 bugs per month. I don't think he has so much money to spent like a drunk on a Friday night

I've carried 1200 M4 rounds acquired legitimately in 2 ammo boxes, so I don't know. If you hoard ammo and never spend any, you'll get these numbers.

I personally think it needn't matter how he's acquired it. What counts for me is that it is possible in a sense that ammunition in no sense is rare.

 

I personally am carrying around 120 or so rounds for my Mosin, even though I will never use them and I know for a fact that I will end up dead with those rounds still in my box not having it used it, ever.

 

Ammo should be quite rare, and that's not the case currently.

I say hopp because ammo is really really common. just yesterday i had 2 ammo boxes full with 7.62 ammo just from farming nwaf 45minutes

Could be either.

I've heard that dupe is possible still, so... until it is fixed it is probably duping.

 

That said thou, I've got over 100+ bullets for my mosin by simple scavenging all around the map.
