Good idea, one should be able to fish off docks and such. I don't think people should be able to take fish from any body of water, though. There should also be some skill involved...

you should craft your rob with wood and some kind of rope.

This would help the crafting in the game by adding new item (witch we gonna find other stuff to do with)+ new stuff to do, like fishing

A cool crafting element with this idea in mind, Hobo Fishing.

Simply combine an empty tin can with a roll of fishing line with a pin to one end to act as a hook. Futher more combine it together with an old metal strip of a soda can to make a nice looking lure. There you go, a portable handy fishing tool, great for ponds, lakes or rivers.
