Alright. This is why I don't play on "regular" difficulty servers anymore:

Whenever I play a server that has map enabled, (the servers that show your position on the ingame map) I start seeing orange dots on the map. When I go over them, they say "man".

I've never been able to track anyone that I see on the map here, because the orange dots disappear right after I close the map.

The worst time was when I was on a high population server and in cherno, I pop open the map and there are 10 dots in the city.

Does anyone know if it actually does show players or is it just some freak glitch?

The orange dots are actually zombies. Its the blue survivor dots you should be weary of!

blue dots are players.

Would advise leaving straight away since hand-holding baby servers like these will probably have distance and nametags on too, enabling people to see you through mountains and buildings and snipers to know the exact range instantly.

You have to actually SEE the person / zombie before it shows up on the map (well, the game must detect that you see him. You may not actually notice him, but the game will).
