I have a barrel with a Lime in correct slot, bore hide in barrel and added water, closed lid but it’s not tanning leather?

You have to use something other than boar. Boar skin is for crafting the improvised backpack.

P.s. once you get the leather you can't do anything with it. You can't craft with it. It's literally half of a feature.
