I resolved this issue by getting in the car and looking for a new car.

i'd locate another car strip the current car and repair the new one. make sure to shoot at the engine of the gliched car until a red warning light will start to blink in the dashboard. this will cause the glitched car to despawn as soon as you get away from it. and a new one will get spawned some place else, this way evryone has a fair chance to repair a vehicle. also befor you do this try to just hide the car untill a server restart and try to get the barrel out after. dont hide it indoors, i hid mine in a long brown barn and i found it on a roof the next day.
