Where seems the best place to find them?Any help appreciated.

I've found them in tents, police stations and barracks. I think also in hunting camps. Possibly other places too but can't remember.

Mostly military camps. There’s one just north of solnichny. If you follow the road up, through the first town, past the police station there’s a dirt road to the left of you. Follow that road. I’ve found packs there

Military barracks, tents and lookout towers have the best chance of spawning 7.62x54R ammo. Believe it or not, I've also found that loose bullets have a decent chance of being found in hunter and military clothing as well, so make sure to check the pockets on that clothing laying around! This ammo can also spawn in police stations and police car wrecks as the gentlemen above have stated. The ammo can also spawn (albeit very rarely) in generic homes, barns and deer stands as well.

What makes them extra difficult to spot is the lack of a rendered object, for now, a well-known issue.
