If you're in a party can you still talk to other players in game that aren't in your party?

If you go into party controls and switch to game chat you can stay in the party but talk via proximity chat to nearby players.

However this mutes all your party chat and you have to manually switch back to party chat.

Yep and I've found that if you switch from party to game chat then back to the party, the next time to try and switch back to game chat you cannot be heard in game anymore. Also sometimes even swapping to game chat the first time other players have been unable to hear me. So the systems still a bit buggy right now. I tend to stay in game chat & simply message friends where to meet me in game in a specific server as it reduces blood boiling potential lol

A friend tested out the fact you need to toggle prox chat off if switching back to a party. Then, it should work, although the prox chat itself is quite finicky.
