I understood it right after the heli spawn system placed in, they where revamping it for the new engine. Plus people exploited the m4?? remember that and it was taken out, repaired. Used a bug to bug the community LOL

 

Anyways, they wanted to make the heli stuff special, more then just some arma mod where it spawns, shows up on the map. Best guess from remembering the old heli stories, Sr stuff, dev, mod reports etc...

Bug.

Devs stated that the heli loot issue (and said this almost over a year ago for anyone wondering) is a bug, and that working on it was not important right now. Its the main reason we got those presents all over randomly, to make up for that lack of loot in the tables.

They still spawned loot after the gun exploit was fixed - just not guns. Last time I looked (about a fortnight ago) they were still spawning mags, clothes and attachments. But it degrades over time.
