Unable To Skin Elk?

I killed two Elk cows in a row, and was unable to skin them with a kitchen knife or an improvised knife... Does anyone know why? Is it a glitch or is there a specific item you need to skin a deer?

If they are running while you make the kill shot, they will appear to drop just a meter or two of where their actual position lies.  If you re-log, you will see their actual position. 

I can usually get it to work by crouching with a knife in hands, looking at the animal's chin, and slowly backing away until I get the prompt to skin.
