That means there are 2 people who dropped that vial because this is in Pavlovo military base I believe and there is also one hanging at the town hall in Cherno. 2 deaths makes one innocent. One innocent may mean that the other one is innocent as well. Plot twist: you are the one who dropped the vial.

Check out the movie Open Grave when you get a chance, very similar to DayZ and the plot line you outlined.
