Not power plant. Looks more like a processing facility than a factory as well.

I was in a hurry.... was few Zombies hanging around, and i could also heard a sniper somewhere, if i had more time i will done better screenshots, i will try again another time  ;)

I just mean in general. Do you play with that on? For me it feels like I'm looking through foggy glasses

it's an m4 making plant.  there's an 'on' switch at the verrrrry edge of the roof.

Is a "Russian" facility :P .. but i think Bakermensch is right, is most likely a processing facility.

Is this the Industrial Zone in Novodmitrovsk? I've never seen that lettering on the side of the machine before. I should check that out myself and get a good clear shot so I can translate it.

 

As for specific-purpose industrial areas, I can tell you this: Chernogorsk is a cement factory, Vybor is a vodka distillery, Berezino is a lumber mill, and Elektrozavodsk is a power plant. I'm not sure the specifics of Novodmitrovsk have been detailed.
