I suggest force feed spray paint etc. In real life people abuse these products to produce a high of sorts so I thought it could contribute to the handcuff/bag over head mechanic. It would be a sort of less than lethal option for bandits but I think it would be difficult to balance. You would need a restrain+smother action for the attacker and at least SOME way for the victim to try to fend off the attack without just being helpless when caught. A struggle mechanic would favor the victim most likely and no way of breaking free would make the tactic too easy.....
