They usually spawn on the metal racks in apartment blocks in larger towns (the thin tall buildings, not the large multi-dwelling 'ghetto' buildings), in shed-rows (double red doors open outwards, have racking inside) and in pub/restaurants (the ones with attached rooms and tables+chairs+sinks - usually found on ground by the fireplace).

Good luck.  Train that sniper's eye and you will be rewarded!

Can someone please tell me where these spawn nowadays? 

A good spot for these that ive seen is the train carts along the tracks ive found more than my fair share in them.
