There is no reason to follow some specific pattern when it comes to what you do first or what you do last. Sure, its good to set things in stone first, but it'd be nice to provide even a slightly enjoyable or difficult experience for the testers as they, you know, play the game and provide feedback. I really dislike your reply - Its not constructive at all. You're basically telling everyone to hold off on anything involving a weapon they believe is utterly useless until beta, because, ya'know, development schedules have to follow the norm, right? Would be nice if crossbows were tweaked to be better, but you need to understand that the developers have a very long "to-do" list. They're likely well aware that the crossbow isn't balanced. They simply have a good 1,000,000 other things that are higher priority on the their list. Is there any good reason for crossbows to be perfectly balanced in this point of time? If this game is going to be finished in the most efficient manner possible, then they need to have their priorities. The crossbow being slightly weaker than it should be doesn't make the game unplayable or really much less enjoyable. There's a reason they don't just develop shit in random order all willy-nilly based on the first complaints. I'm sure on a list of issues that people found important to fix, other people would rate your complaint against the crossbow really lowly. So chill pls. Hit a bear, elk, deer or a moose with one in the lung and blood pours out. I've found most people who aren't familiar with hunting underestimate the power of an arrow. People don't realize that if the arrow doesn't pass through the animal totally and lodges itself in the vital region, any movement from that point causes more damage.
