Didn't realise they were from Skyrim :D It's hard to tell. A bear's a bear. If they are the same sound then it's probable that they're just from the same source of stock sounds. I know Half-Life 2 uses an absolute ton of stock sounds that is used in games and films, and I'm aware that other games do it as well.
