From what I can tell they do stack in a way.

 

I was watching footage of a guy uncuffing someone that was double cuffed and the victim was still cuffed.

Quadra-cuffing is the new thing.. its the only sure method of securing a captive. 

 

 

..this is not a quadra-cuff. This is the full hog tie. Legs, arms, and neck. ;)

It permanently locks the character in restraints, and they won't be able to get out until they're killed.

 

I also agree that rope should have a restraining option, and honestly, a melee option to strangle someone with.  After all, it is rope.

if only!! I am not asking to be able to tie a takate Kote, but damit I SHOULD be able to do basic ties...cuffs...possibly hogtie.
