Not necessarily. Could just be, because the freaky guy is just picking everything up with his mic (the music and stuff) - so he would also do that to his ingamevoice.

Seems set up to me,

 

1: The clear sound of handcuffs.

2: Who would start reading a book in the middle of the road while a complete stranger is standing there?

3: White people are dumb.
