It'll be more like the opposite.  Zombies rare as fuck and loot everywhere if you don't spawn with everything.

I starting playing the mod late but as I saw it the mods actually increased the availability of all loot, I don't recall ever seeing one that said "Less loot, hardly any ammo, really tough zombie hoards that one shot you".
