It's not bugged. There were loads of 300k stacks in the ammo box. Everything was ruined due to battle damage, but I could take the stacks out, split it, and use the ammo.

It was like playing CoD's Gun Game. Most of my stuff is what other players owned, which is why I had some useless stuff I hadn't dropped yet.

My hot bar wasn't that important, so I left it cluttered while I was shooting people.
