There is a difference between proper bandits and the shitbag players with bandit skin that populate 90% of the servers and KoS because they know that they'd never stand a chance in a straight firefight.

Once they lose the element of surprise by opening first they are pretty much screwed and end up just scurrying off with their tails between their legs to camp Elektro or Cherno again.
