You do pay for the service when using PayPal.

1. PayPal takes a small fee when you transfer money onto your account.(?)

2. PayPal charges you a little more than you intend to spend when you gift money through PayPal, and the other person gets what you meant to send them.

3. PayPal charges the seller a small fee when they receive money through PayPal. So if you PAY instead of gifting, the other person gets a little less, while you don't pay extra.

You can also put money onto your Steam Wallet by purchasing through credit card, debit card, PayPal etc. or selected shops in your country.
