They are on the highest then the lowest i play on normal when i play i just found it strange on this one server i had 10 fps on both settings

Yeah, it just looks like you don't have the optimal graphics settings to get the best FPS out of your hardware. Combine that with a bad server and you'll get really low FPS. Your system specs are good enough to play the game normally.
