Whole city of Elektro is on fire

Some hacker in NZ 03 set the whole place on fire.

Hacker? This can occur if a helicopter has crashed in or around Elektro, although it is highly likely a hacker spawned a helicopter crash site anyway. The fire doesn't harm your character all it does is bug you when you're trying to see something from a distance.
