What does it mean when a server is "down"?

So I filtered for a server and it wasn't there.

I went and found the server details on the ARMA 2 game statistics website.

Apparently the server's status is "down".

Does that merely mean down for a restart or is permanently down?

Thanks.

EDIT: I looked on Gametracker and apparently its status is "dead".

Maybe asking the server admins would have been a better idea. its probably down for service.

[sarcasm]The server being "down" refers to the orientation of the server. In this case, the server is pointing down. [/sarcasm]

Seriously though, it may be down for a restart or it could be down permanently/temporary. I'd contact the hosting company or server admin.

The server is apparently hosted by my mom, according to the admin. Lol.
