This is called "Camo Clothing" in game! however i have seen someone wearing a full army outfit which includes helmet which i don't think is Legal for DayZ

Yes I found camo clothing legitimately on the AUS12 server inside a church whilst moving N to NWAF. Can't remember what town.

I found a scripted crate on the beach and it had soldier clothing in it, didn't check it out though.
