Fuel Spots

So I started yesterday, and somehow i managed to find a atv, at a gas station (with fuel tanks like these), had a empty jerry can and everything, trying my best to interact with the fuel tank I never got a option to do so, looked trough plural tutorials but the options they got in the tutorials never appeared to me, I spent around a hour driving from fuel tank to fuel tank without being able interact.

Is this currently bugged, or do the fuel tanks only have a very small chance of being interactable? I checked atleast 15-20 tanks, 8 of which were at two diffrent gas stations.
