Ban list not working

I don't have a server but how does the ban list work? Because I noticed on a official server I played on. A lot of players have multiple accounts, does it ban the name or the console or the connection?

The player name / ID.  

I have a server myself but haven't tried or even need the new ban feature, but mine is password protected and I know the folks well who are on my server so....

There is an entry box and the description "Players (Player names oder Player ID) listed here are getting kicked and aren't able to join anymore."  Nitrado is a German company which might explain the odd translation.
