Server reboot? Server restart.. Am i missing something?

A question i been meaning to ask but never got around to it.... Until now. 

The server reset seems odd really, it does not seem to do much. 

Everytime i get the "server restart in 2 minutes" i usually check what server i'm on and rejoin once it's up again, but it does not happen much, the stuff i threw on the floor is still there, no new spawned items. Too me, all the reset does is closing all open doors. 

When do the server really reset? Or is that a wipe only thing? When do the servers get a real reboot /back to default? 

In the beginning i thought the server reset really reset everything to default and cleared cache/memory to work flawless and stable but it does not seem that way? Any devs care to explain?

yes - ATM completely EVERYTHING is saved in the state it is in - ALL loot, even stuff you dropped  - then replaced at restart. Then the normal loot cycle goes on from where it left off.
