No Logout While Swimming!

Some players are combat logging in the water. I think there should be a way to stop this nonsense. How about make it so players can't logout while swimming in the water?

The regular logout is not the only way to quit/disconnect, so that would be kinda useless. We could have characters deleted when getting disconnected in water, but that's probably no solution either, as players could have disconnects while swimming to an island.

For now we will review the behaviour of bullets when hitting water surfaces.
