Can't build watchtower 3f roof.

Title.

I got 4 logs, 100 nails, and 20 planks in the 3f base slot. Hammer/Hatchet in hand. No option to build roof. What am I not doing correctly?

The third roof is the top of the tower and constructed from metal sheets instead of planks. :)
