Barrel placement, how does it work?

I have been trying to make this work, but my barrel keeps being placed somewhere else.

Does anyone know how it works? (see image below)

What button must i press to get it exacly in the white place?

You need to hold left mouse button. If it doesn't work, walk exactly to the point where you want to place the object and drop it from your inventory to vicinity. 

I recognized, sometimes you're not able to place via placement system, but if you do it via vicinity (inventory drag drop) it works.

I tried to put the battery charger on a table, doesn't work. Jumped on the table and dropped the charger and it was possible.
