Vicinity loot

I'm find loot mostly in guard shacks that isn't accessible in the blue lockers even when bring up the vicinity menu not showing up

Have you tried going into 1st person mode? Don’t know if that will help but it seems to get you a tad closer to the items. 

Ive noticed on top of the tombs on each side of the church, the items seem to be inaccessible.

1st person has fixed this issue for me, i can't touch some loot in vicinity but i can put in hands then into inventory :)

Tho it appears if you're literally hugging the tree trunk and drop loot it cannot be picked up, I think its bugging and showing it higher than your character
