STACKING AMMO PLEASE HELP

Is this bugged or not working or am I doing it wrong.i hold A on a stack of 5 and use bumpers and or triggers to get to another stack but they will never co bine

You have one stack in your hand and the other in your inventory. Highlight the one in your inventory and press the B button to combine with the stack in your hand.
