I noticed the same thing. It is also at this building on the same corner. (I was not sure if it was because I experimented with the graphics settings).

This is not a glitch, its called "Culling" which is used for optimization to get more fps, they just need to tweak it so its not that sensitive to that house. I saw it also in some other areas when peeking.
