People running, no gun raised able to headshot me while im aiming at him

Hey guys, just wondering if anyone else is experiencing this and if I should post it in the bug report section. Find players - shoot them up - they run away around a house or something - im aiming down my gun sights - they come towards me and im dead in one shot, without them even raising their gun, because I wouldnt be still if I didnt have the upper hand, they kind of just sprint with the running motion and arms moving (the last one with a pistol in his hand). Now i know that someone is going to say "there was probably more than one" and this may be true but it has happened like 3 times in the last couple of sessions ive played and for some I have used that explaination but I am 100% certain that since I have started paying attention it seems to be a thing. They are not even running with shotguns either. Maybe if noone else is noticing this it could be extremely bad luck that every time there has been more players but im finding it hard to believe. Especially because im only standing for a few seconds.

Well it happened 3 times in like 24 hours. So thats why im wondering.. I could be unlucky and just got rekt or if its happening to others we could have found something?

Maybe some desync problem?
