FPS in small towns

So I recently upgraded my my PC and after not playing this game for months, I decided to try it again, after the terrible FPS in any city. Now, I will get around 40 FPS on high in like forests and basically the countryside, but for some reason, when I get to any city, no matter how big, my FPS will drop to like 10. Whenever I go inside of a building in any city though, I get 60 FPS. It doesn't really make sense, considering I can run GTA 5 on ultra at a steady 50 FPS.

AMD FX 8320 OC 4.0 GHz

AMD R9 390 8GB VRam

8 GB RAM

Windows 7 Ultimate

Nothing new here. Just look at any Arma game. 

 

I know you didn't ask for any help, but in the unlikely event this was a "looking for pointers" thread, the best I can give you is turn down object detail. Otherwise take comfort in the fact that your adversaries are experiencing the same thing.

I was really confused by how you claimed it was aids, but I put two and two together. We all feel your pain, however I do feel it's getting slightly better as of late.
