The funny thing is, you can tell he didn't put those there. When you lay down a hatchet (from what I've seen during farming) it sticks handle up in a loot pile.

So... yeah. Crazy.

Last time I scavenged the construction site in Cherno there were about 15 throughout the whole building, not all lootable though.
