To keep that im soaking wet status away?

Is the jacket enough or do i nEed the pants too?

Currently, you do not need pants to be waterproof. Only the jacket and the hat matter. 

 

If you are soaked and you put the gear on, your player is still wet, but you will dry out over time and will not get any wetter unless you go swimming or run around in a pond.

You just need the jacket. I never wear hats (except the odd ghillie hood) and never get wet after finding a raincoat or Gorka jacket.

Recently whenever I find a Gorka jacket I get wet.  That's why I need the pants too.

You won't get wet from rain with just a jacket equipped. If you jump in a pool of water, you're going to get wet regardless of what you're wearing.
