Hello! very acute problem with dishonest players. or players with offensive or obscene nicknames. There is an opportunity to kick them but you can not ban.

The question may have some sort of third-party tool to administer? And when he earned all RCon function properly?

I don't fully understand what you're asking so if I'm wrong please forgive me.

I think you are asking if there's an RCon for DayZ if so then no and you can not ban players from a public server.

No. Now players can only kick. but can not be banned. command #userlist work not correctly, shows info only the last 3 players from the list. Maybe there is a third-party program to control players Dayz:SA.

There are none at the present time.  If and when they have these, it seems they will be very limited and not until the last quater of 2015.

Incorrect, many server hosts are providing RCON tools, like BEC, for the DayZ servers.

Talk to your GSP about RCON tools, perhaps they can help you.

 

That being said, you still have to follow the rules, which clearly states NO BANNING on any public server, what so ever.

IF you have a private shard you can use RCON tools like DaRT, but if it's a public server you'll have to deal with the GSPs own tools of server administration.

If you definitely have a private shard, RCon should be available for you to use. If you can't, I would suggest submitting a ticket to your GSP and ask wtf is up.

Other providers are no locations Russia. support answered that not all functions are available due to the gaps of developers.
